From poverty to progress: Gicumbi citizens thrive under VUP Program
The Vision 2020 Umurenge Program (VUP) continues to transform lives in Gicumbi District, as evidenced by a recent visit from a high-level delegation that included the Minister of State in the Ministry of Local Government (MINALOC), the Director General of LODA, and ambassadors from the United Kingdom, Germany, and Sweden.
The delegation visited Miyove Sector, where they interacted with beneficiaries of VUP’s various components, including classic Public Works (cPW), expanded Public Works (ePW), Direct Support, and the graduation model. These initiatives target vulnerable citizens with tailored support, aiming to lift them out of poverty through employment, direct financial assistance, and capacity building.
In Miyove, residents showcased community-built terraces and feeder roads constructed under the ePW and cPW programs. These labor-intensive works have not only improved local infrastructure but have also provided temporary employment to thousands of poor households.
Elderly citizens and other vulnerable individuals receiving direct support expressed how the monthly financial assistance has helped them meet basic needs such as food, shelter, and health insurance. One elderly beneficiary shared, “Without this support, I would be completely dependent on others. Now, I live with dignity.”
The delegation also met with individuals currently in the graduation phase of VUP, where beneficiaries transition from dependency to self-reliance. Through skills training, small grants, and mentorship, these citizens are starting businesses, engaging in farming, and building stable incomes. MUKANSANGA Christine, a standout success story, shared how she used her VUP support to start a small enterprise and now mentours others in her community.
“The VUP gave me a push when I had nothing. Today, I am not only independent, but I am also helping others rise too,” she said.
The visitors expressed deep satisfaction with how the VUP model is being implemented on the ground, praising its community-driven, inclusive, and sustainable approach. They acknowledged that Gicumbi’s progress is a powerful demonstration of how social protection programs can bring long-term change when designed around the needs and realities of the people.
The Vision 2020 Umurenge Program remains a cornerstone of Rwanda’s poverty reduction strategy, and the Gicumbi experience offers a clear example of its ability to transform lives one household at a time.
